The Brief

China's State Council website reported that General Secretary Xi Jinping inspected Ulanqab in the Inner Mongolia Autonomous Region on October 16. During the visit, he traveled to the Chahar High-tech Development Zone to learn about the construction of hub nodes for the national computing project and the progress of the local green computing industry. In the Chahar High-tech Development Zone, multiple computing centers have been erected where substantial volumes of data converge for operations. These facilities conduct millisecond-level data interactions via optical cables running directly to Beijing. As an important component of the national computing hub, Ulanqab has drawn on strengths in green electricity, climate conditions, and geographic location to achieve tangible industry progress. The city has signed 109 computing center projects, with intelligent computing making up more than 90% of its total scale. During the inspection, Xi Jinping pointed out that implementing the national computing initiative and building an integrated national computing network represent an important deployment. He instructed the computing sector to conscientiously implement requirements for high efficiency, green operations, and security, while emphasizing coordination between computing and electricity as well as computing and water. Xi Jinping further stated that industrial chains must be actively extended to continuously convert computing advantages into development advantages. He encouraged participants to make greater contributions toward advancing the construction of Digital China and fostering the development of new quality productive forces.

China context

In June 2023, while inspecting the Zhonghuan Industrial Park in Hohhot, Xi Jinping emphasized that promoting the transformation and upgrading of traditional energy industries, vigorously developing green energy, and strengthening the national energy base represent the top priority for Inner Mongolia's development.
