China Issues Guidelines to Integrate Science Innovation With Industry

People's Daily reported that the General Office of the CPC Central Committee and the General Office of the State Council published guidelines on October 21 to advance the deep integration of scientific and technological innovation with industrial innovation. The document outlines deployments across six areas, emphasizing seamless links between innovation and industrial chains to transform academic research into competitive industrial products. The released guidelines aim to build an enterprise-led collaborative innovation system that brings together industry, academia, and research entities to develop new productive forces and support a modern industrial system. To smooth the transition from laboratory discoveries to production lines, the guidelines call for establishing concept validation centers and pilot verification platforms while improving risk-sharing and benefit-sharing mechanisms across research collaborations. Additionally, the document sets out measures to strengthen project management for enterprise-led initiatives, introducing milestone-based management, staged funding allocations, and unified evaluations assessing both research outcomes and industrialization results.
