The Brief

China News Service reports that inland production hubs and coastal shipping terminals are coordinating their operations to manufacture and export power batteries abroad. Cargo vessels departing from Xiamen Port in Fujian carry numerous lithium batteries that roll off production lines located far away in workshops in Yibin, Sichuan. To manufacture these products, imported lithium ore arrives in Shanghai from overseas locations and subsequently moves up the Yangtze River for more than 2800 kilometers to reach the inland city of Yibin. After the ore reaches port, it undergoes preliminary processing before entering factories to be refined into lithium salts, converted into cathode and anode materials, manufactured into battery cells, and assembled into power batteries that travel to ports including Shenzhen, Xiamen, and Shanghai for overseas export. To assist shipping, port authorities and shipping entities in Xiamen established specific guidelines for the safe maritime transport of containerized lithium battery energy storage systems, filling a gap in technical maritime specifications for these goods.

Why it matters

Port agencies established dedicated channels for new three items, using prompt review, time-limited completion, and tolerance of incomplete documents for cargo vessels. Mutual recognition of supervision results with cities including Wuhan and Ningbo also reduces repetitive declarations and inspections across multiple ports to facilitate lithium battery exports.

China context

Previously, cargo vessels loading or discharging goods at Xiamen Port had to coordinate individually with nearly 10 maritime, port, wharf, and pilotage entities amid departmental information silos. Currently, a single center transforms this arrangement into a unified operational mode where contacting the center allows it to coordinate across all relevant departments.

Key Takeaways

  • 1Imported lithium ore travels over 2800 kilometers along the Yangtze River to reach manufacturing facilities located in inland Yibin.
  • 2Finished power batteries assembled in Yibin are dispatched to ports including Shenzhen, Xiamen, and Shanghai for global export.
  • 3Xiamen port authorities devised dedicated maritime safety transport guidelines tailored specifically for containerized lithium battery energy storage systems.
